Many years ago, as part of my reporting for a story about DUI, I drank a bottle of wine at the State Patrol office as a test and got about .1, at the time the legal limit. The trooper told me that if he had pulled me over he would have let me go because he'd rather look for drivers who were higher. Your article mentions that most fatal accidents involve people way over the limit, so will lowering the limit change this? Our society is moving in opposite directions with a growth of brew pubs and wineries (a staple of local newspapers' reporting) and the people in 2011 voting to allow liquor sales in many locations -- but now we're discussing lowering the limit. In France, drivers are required to carry a simple BAC measuring device in their cars so that they can test themselves. Not a bad idea but I haven't heard anyone suggesting that here.
