If I read between the lines, it sounds like the RFP includes the “BHA” requirement so that The Salvation Army is purposefully excluded? Or is it just a coincidence?
I wouldn’t read do much into it. The SA could have, after all, applied for BHA l licensing status. At this point the city has to go out to bid because it’s a stretch to call the situation an emergency any longer.
The "BHA" requirement is included because only an agency with that designation can bill Medicaid or Medicare for drug-counseling, mental health evaluations and other services provided that help ensure resident success. The ability to recover some of these costs is critical to Longview's goal of making Hope Village more self-sustaining.
I'm genuinely curious what proof of two years of residency would look like for an unhoused person. An arrest record?
